2021-02-19 EVM Update

The weekly Friday update from the EVM Working Group:

This week, we made good progress on the ETH connector, finished contract runtime API additions to support the EVM contract, upgraded the EVM contract to the latest upstream VM version, and continued work on the EVM Bully stress-testing tool.

Next week, we are planning to test the ETH connector prototype, finish a first prototype of the EVM Bully stress-testing tool, and validate the revamped EVM architecture using the Balancer and/or Anemone test suites.
