House of Stake: Season #1 Progress & Governance Continuity
This mandate update is issued by NEAR Foundation and House of Stake Foundation and published on its behalf by @hos_official
Season #1 has been an important period of development for House of Stake. Through the work of its community, governance bodies, and operational team, HoS has established the foundations for transparent tokenholder decision-making and demonstrated its ability to put those decisions into practice.
As this work continues, Angela Kreitenweis will conclude her engagement as Head of Governance on 13 November 2026, marking the planned end of her contract. This update recognizes the progress achieved during her tenure and confirms the arrangements for continuity following her departure.
NEAR Foundation and House of Stake confirm that House of Stake’s mandate, governance framework, and support for ratified programs remain unchanged.
Season #1: Building a Functioning Governance Organization
During Season #1, House of Stake has made substantial progress in turning its mandate into a functioning governance organization. The Constitution and supporting governance documents have established clear rules for decision-making, defined responsibilities, and provided a framework for accountable execution.
With 11 proposals processed, House of Stake has demonstrated its ability to bring matters through structured discussion, review, and tokenholder decision-making. Decisions, such as the MPC Node Infrastructure Program, or the Registrar update have moved into implementation, putting tokenholder votes into practice in areas of direct importance to NEAR.
Alongside these milestones, House of Stake has developed a more constructive and productive discussion culture. Contributors, delegates, and tokenholders have worked through complex questions, challenged proposals, and sought practical outcomes in the best interest of NEAR. This ability to turn differing perspectives into informed decisions is an important achievement of Season #1.
Together with stronger operational processes and transparent reporting, these developments provide a solid foundation for House of Stake’s continued work.
Mandate & Governance Framework
House of Stake continues to operate within its existing mandate. Its scope of responsibilities remains unchanged, and the exercise of those responsibilities remains subject to the applicable constitutional documents and tokenholder decisions.
The Constitution, Bylaws, Proposal and Voting Procedures, and other governance documents ratified by NEAR Tokenholders remain in effect. The existing proposal process and voting procedures continue to apply, including the requirements for submitting, reviewing, voting on, and implementing proposals.
This transition does not amend those documents or alter decisions already approved through House of Stake governance. Any future changes remain subject to the applicable governance procedures.
Ratified Programs & Operational Support
All ratified programs remain active in accordance with their approved terms, scope, and duration. The House of Stake operational team will continue to support their implementation, coordinate outstanding actions, and provide the reporting required under the relevant proposals and governance documents.
The team will also continue to support proposal authors and participants in the governance process, including guidance on proposal requirements and coordination with the relevant governance bodies.
Existing responsibilities and approval requirements continue to apply. Tokenholders retain their decision-making role, while the relevant governance bodies and operational contributors carry out their respective oversight and execution responsibilities.
Transition & Continued Support
A handover is underway covering ongoing governance work, program obligations, reporting schedules, proposal support, and the operational information needed to maintain continuity after 13 November.
House of Stake will continue to publish reports and program updates through its established channels. Proposal authors and community members can continue to use the existing proposal and discussion processes.

Thank You, Angela
NEAR Foundation and House of Stake extend their sincere thanks to Angela for her leadership, dedication, and contribution throughout Season #1.
Angela took on the Head of Governance role during a challenging period for House of Stake. She brought structure and direction to its work, helped rebuild trust, and guided complex discussions toward concrete decisions. Her contribution spans the constitutional framework, proposal development and execution, operational accountability, reporting, and coordination across the community and NEAR Foundation.
Much of this work happens behind the scenes, but its value is visible in an organization that can make decisions, carry them through, and account for the results. Angela’s persistence, care, and commitment to the best interests of NEAR have been instrumental in building that capability and establishing a more constructive governance culture.
She leaves House of Stake on a stronger footing, with a lasting foundation for those who continue the work. We are grateful for everything she has contributed and wish her every success in what comes next.
