[Proposal] NEAR Scaffold

In order to encourage developers to start creating projects on the Near network, the scaffold
aims to be able to generate all the necessary code to be able to create and deploy smart
contracts on this network.

The scaffold will work with the Rust programming language.
All developers, with the CLI (command line interface), will be able to generate new NEAR
projects in a couple of seconds.

The objective is to bring people without much knowledge in working with contracts to generate these for their projects in a series of brief steps and in a reliable way.

This will have an impact on the appearance of more projects and at the same time knowing better the contracts that can be used for NEAR
